There are four steps, and none of them commit you to anything until you have seen a written plan and a price.

Payment & insurance
Paying for care
Costs are discussed in full before services begin, and nothing starts before you have the number in writing. These are the routes we can look at with you — which one applies depends on your plan, your eligibility and your assessment.
Medical Assistance (MA)
We can check whether MA covers the support you are asking about.
Medicaid
Discussed during your care assessment alongside any active waiver.
State waiver programs
Minnesota home and community-based waivers, where you are eligible and authorized.
County and managed care (MCO) referrals
We can work with your case manager on a referral.
Private pay
Written rates and a care plan before any service begins.

What areas does Victory One Care Services serve?
We provide in-home care throughout Hennepin and Anoka Counties, including Brooklyn Park, Brooklyn Center, Maple Grove, Champlin, Osseo, Crystal, New Hope, Robbinsdale, Golden Valley, Plymouth, Minneapolis and Coon Rapids. If your city isn't listed, call us — we may still be able to help.
Is Victory One Care Services licensed?
We operate under a Comprehensive Home Care License from the Minnesota Department of Health. Contact us to confirm current licensing details and whether a requested service is within our scope.
How quickly can care start?
After your initial call, we discuss the situation, the services that may fit and the next steps. Timing depends on the type of support needed and availability.
How are caregivers selected and trained?
We discuss the experience and support needed for each situation and explain how care will be coordinated before services begin.
Does insurance or a waiver program cover home care?
Coverage depends on your plan or program. We can discuss Medical Assistance (MA), Medicaid, state waiver programs, county and managed care (MCO) referrals and private pay during your care assessment — contact the office and we will help you work out which route applies.
Can I change or cancel services after they begin?
Yes. Care plans are reviewed regularly and can be adjusted as needs change. As outlined in the Minnesota Home Care Bill of Rights, you'll receive advance written notice of any change to your services.
What is the difference between Personal Care and Skilled Nursing services?
Personal care covers non-clinical daily living support — bathing, dressing, meal preparation and similar tasks. Clinical support is discussed during assessment and provided only when appropriate to the client's needs and within our licensed scope.

Minnesota Home Care Bill of Rights
Every person receiving home care services in Minnesota is guaranteed the following rights under state law. Victory One Care Services provides this notice, in plain language, to every client before services begin.
- Receive written information about your rights, in plain language, before care begins.
- Receive care and services according to a current, suitable care plan, and take part in creating that plan.
- Be told what type of staff will provide your care, how often they will visit, what alternatives are available, and what happens if you refuse a service.
- Receive advance notice of any recommended change to your service plan and take part in that decision.
- Refuse services or treatment.
- Know the limits of the services offered before care begins or at the first visit.
- Be told, before services start, what the provider charges for those services.
- Know that other community services and providers are available.
- Choose freely among available providers, within the limits of your insurance or program.
- Have your personal, financial and medical information kept private.
- Access your own care records, as allowed under state law.
- Be served by people who are properly trained and competent for the tasks assigned.
- Be treated with courtesy and respect at all times.
- Be protected from physical and verbal abuse, neglect and financial exploitation.
- Receive reasonable advance notice of any change to your services or charges.
- Be told the reason for termination of services.
- Receive at least ten calendar days' advance notice before services are terminated.
- Receive a coordinated transfer of care if you change providers.
- File a complaint or recommend a change in services, free from retaliation.
- Know how to contact the provider's complaint handler.
- Know how to contact the applicable state and county oversight agencies.
- Assert your rights personally or through a representative, without retaliation.
- Decide whether to place an electronic monitoring device in your space, subject to state law.
